About 2 years ago I spoke to a high level CO person in OP. This person admitted, at that time, that, in between the final dump at 3 hours and the time that when the final EUA ran, any elite who checked in could snag an upgrade. At that time the time window was between 15 and 30 minutes and I was told CO was working hard to narrow that window as much as possible. I suspect that they have done so, but if we had a way to monitor and see "R" inventory real time, then theoretically any eltie could snag an upgrade seat by checking in immediately after the 3 hour dump.
