Sorry to hear that. It is really a huge challenge to ship internationally these days, I thought it was bad last year, but this year managed to be even worse.
I found something local and Japan inspired for the first two, then I realised the cost and effort to get something delivered to those two countries, and went local Internet shopping for two more. I do prefer sending something from Japan though. But not fully possible this year

I have never had customs declared on any Japan bound shipment from a secret santa, but Denmark has been a bit more greedy...

I believe for GIFTS in the EU it is 39euros, but for things not declared as gifts it is 0.

Perishable package?
I just received notice from USPS that a package will be delivered to me tomorrow. However, I will not be home tomorrow. Is it perishable? Should I ask my neighbour to pick it up for me?

Anyway, you are right that you do need to look it up and the de minimis for gifts is separate from commercial transactions.
