If the person bought the gift cards from Paypal Digital Gifts, it may have been compromised due to Paypal's negligence.

I've had some recipients who specifically asked for gift cards. I'm also in the camp of always entering my Amazon gift cards into my account as soon as I receive them, so I don't have to save emails or plastic cards.
