Why not change the address on the acct so you qualify?
I changed my YVR address to a SFO address on my profile, and I get DEQ11.

Can't dig one out, and don't know anyone with one in CA/IL/TX. It's about 5000 EQMs and RDMs, not an enormous amount but worth more looking into. I have ideas but I'd rather not post them publicly.

You could always just grab an addy off google maps. Or if you feel guilty setup a PO Box at one of those mail it places.

Flights that would be DEQ11 qualifying aren't until late January and early February, so I have some time to figure it out.
