Citi Merchant Offers

My purchase via BPme is listed on the account with the exact same description. Just checked again today, and the rebate has still not posted. However, there's a new entry on the "Merchant Offers" webpage -- Earnings to Date = $10. That looks encouraging, like the preview feature of the AmEx Offers.
There's also a new gas offer for using the Exxon Mobil app: $5/$20, exp. May 31
Be careful with it -- only good for the Synergy Supreme+ grade.

Also discovered another strange feature -- one household member can't access these offers at all, even though they have the same mix of Citi cards and use the same equipment to access the website. They always get an error message. It's possible that Citi does not activate Merchant Offers for every customer.

I was trying to utilize the Total Wine offer, $20 back on $100. Bought two bottles of bourbon @ 49.99 each, 107.48 after taxes. Fine print says spend $100 before taxes. I'll admit I didn't see that part beforehand and have never seen these merchant offers on Amex or Chase exclude taxes. Am I screwed? The offer is good for 6 more days, not sure if I will have time to try and return and buy again with a beer or something.
Updated: It looks like I am getting the $20, now showing under Earned, so 99.98 subtotal was ok

I have never been eligible for a merchant offer whenever I try to check I get that "Error: We are having trouble loading your offers. Please try again later" message.. I have had an AA card for 13 years, a Prestige for last 2 and just got 2x Cash. I wonder if there is anything I can do to get them? Think the answer is "no" but interested in experiences.

Same problem in my household. P1 and P2 have same Citi CC's, and use same browsers. P1 only gets errors, and P2 gets the offers. I never bothered to solve this mystery, as we already have enough usable cards with offers.

Here are selections from the new batch of offers, that I found possibly useful. All expire 2021/12/31.
Craftsy -- 97% off (Hobby instruction classes, normally $79.99);
BPme again -- $10/$20;
Virgin Atlantic -- $50/$500;
Expedia -- $20/$100

I had $50 off $200 Best Buy on my Double Cash (no offers on any other card). I bought a $200 Amazon gift card and received credit a few days later. Much better than the AMEX $25 off $250 Best Buy offer.

I had a Dividend card in the family that was getting the Merchant Offers. After its PC to Custom Cash, the card is no longer showing up on the Merchant Offers screen. Perhaps it takes a very long time before an account starts to be included in the offers. The situation is similar to VAN -- it takes many months before an account starts appearing in that applet.
