Most Citi Card Service is Overseas
I had to call Citi card customer services. Almost all the time, the service rep are located in Philippine. It is just very hard to communicate with them. I just feel that Citi has been cutting corners so much. It closed a lot of branches. Now they get their customer reps overseas. The service is clear deteriorating now....

The worst is when they're in India. Outsourced morons that can't speak English or pretend not to understand you so to get out of doing any actual work. When you tell them you're unhappy and want to cancel though, you're transferred back to a cheerful and understanding US-based agent...
