The lady I got at Citi TY department acknowledged it's usually instant, and even put me on hold to check if there were any tickets/issues with LifeMiles, and she said no.
So I'm just stuck in pure limbo here with the miles lost in outer space. Neither citi nor LifeMiles will help. Just "try in two weeks."

Transfers are made in batches. If someone happens to request a transfer just before a batch is transmitted it may be completed faster, but if the request is submitted just after a batch is transmitted it will take longer while waiting for the next batch. Citi will not investigate until after 14 calendar days because there is nothing to check, the transfer is in a queue waiting for the next batch transfer.
Also, it's possible that the transfer is not made directly by Citi to the airline. There may be an intermediary, such as Points International, which receives the batch from Citi, transmits it to the airline, arranges the payment for the miles, etc.

8 business days is at least 10 calendar days, and could be 14 calendar days if you start the transfer on a Thursday or Friday.
Transfers are made in batches. I don't mind if it takes 10 days, but why would it take 2 minutes for 9 transfers, and then14 days for 1 with no warning?

I just called citi, the rep said he will cancel my order, but it may take another 7 days to get TYP back.

It sounds as if Citi does have a real-time link to Avianca, but that there is currently a problem with the link or with the processing at one end. Based on similar reports in this thread it sounds as if the current problem is likely on the airline's end:

I have transferred 3 times in the past and they were all instant.
Yesterday initiated another transfer, still not showing up yet.

Tried to transfer 5,000 points from Citi to Lifemiles yesterday. Intended on doing 1,000 first, and then 4,000, based on what I read on this thread.
When I transfered 1,000, I got this error:
“When we tried to complete your Points Transfer, we encountered a system error. Please try again or contact Customer Service for help.”
I tried a few more times, only to keep getting the same error. I then logged into Lifemiles and it looks like 1,000 points did indeed transfer. The problem is that Citi thinks I transfered 1,000 points 5 times (since I tried a few times), and they all say ‘fulfilled’ in my Citi order history.
Honestly I am too exhausted with dealing with Citi CS for similar issues so many different times now. TYP value should be significantly discounted to account for Citi IT problems. Every time I think “it can’t get any worse” or “I won’t have to deal with Citi IT so it’s fine”, somehow it ends up biting me in the rear. I’m fed up and have moved spend away from all TYP cards with the exception of 4NF redemptions. Citi is just too difficult to deal with when things go wrong, which they somhow always do.

Recap:
- Transferred several times instantly with no problem
- Transferred 130,000 miles on 12/4 and got the "system error" message telling me no transfer. However, the points were out of my Citi account and I received 2 conf. emails from Citi
- Points never showed up in my LM account (now 13 days later)

- Avianca "support@" takes about 3 days to get back to you and won't even look into it until 8 business days have passed. I now have them looking into it
- Citi finally opened a "ticket" to get to the bottom of it. I called today to check (about a week after ticket opened) and they said the specialist working on my case was out of the office
Extremely frustrating. I have serious doubts I will receive the transfer bonus, which was the whole point of the transfer. Further, the inconsistency will make it really hard in the future. I often travel last minute, so not knowing if it will show up in 1 minute versus 1 month is a very large negative. Will post when this is resolved.
