I was pushing pretty hard, first rep was a hardass. Just kept saying no to: cancelling an existing chase card, moving credit, etc etc. She just said no, final answer.

When you get a CSR like that, and you can tell their attitude pretty quickly, just say "I've got a call on another line, I'll have to call you back". Hang up, wait for that one to go on to another caller, then call back and hope you get someone better. Repeat as necessary... ;)

Please see wiki #16. The World -> World Elite is longer a factor in anything. No invitation, a code, a mailer, an engraved invitation, doesn't matter. W->WE is irrelevant.

From a physical (snail mail) mailer, yes.

From emails or Citi online, not so much.
