There is no "best redemption" without way more info about your travel plans/desires.

If you can get to Scandinavia or Japan, there might still be above-average redemptions there. (Those are countries where you can't earn Choice Privileges ponts but you can redeem them. And in rural Scandinavia, there are precious few other hotel programs that you know from the USA.)

Otherwise, just learn to keep the points alive, and use it sometime when you're looking for a hotel someplace at a time cash rates are expensive but points rates look good to you.

Most Choice hotels will give you at least 1 night for 28000 or less points, in some seasons some suburban ones will give you 2 nights for 28000 or less points. If you're lucky, certain nice overseas hotels will give you 3 nights for 28000 or less points.

You'll have hard time using up exactly 28000 points,, so do learn how to keep those points alive and perhaps add to them next year (or if you need cheap paid suburban stays during a promo like the current one where you earn 8000 points for 2 separate stays of as little as 1-night each (as long the nightly rate is $40 [or is it $25?] or more).

I travel around all the states and Europe, for me best redemptions are the best relation between points and public rate. Many times I planned stopovers in my trip just enjoy a specific hotel in another country. I would say any country........

There are great Ascend Collection hotels in Scandinavia that you could book 1-2 nights for less than 28k points. For example, the No13 in Bergen, Norway, which would be 24k for 2 nights.

That is a good redemption 160 dollar per night, 320 dollars per 28K is really good. Thanks!
