My daughter is going for a three week language immersion from her college in Jan 09. She is coming to India first and is not using the school's package transportation, so they will not get her visa.

Is it necessary to get some help to get the visa from an outside company for a short-term visit like this?

Yes, she needs a visa. She can do it in person if you live near an embassy, otherwise she'll have to use a third-party service.
