Flying USA-PVG-XXX, will Chinese national be quarantined in Shanghai or destination?
Will everyone arriving on this flight be quarantined in Shanghai or is there a possibility for a Chinese national to be allowed to connect to a domestic flight at PVG and quarantine at their destination if they test negative?

Definitely quarantine in Shanghai.
Go directly to quarantine. Do not pass Go. Do not collect £€$200.
I understand the onward flight will be honoured once they have passed quarantine, they can then proceed as a domestic passenger.

Thanks. Is it possible to leave baggage at the baggage storage at PVG or does it all have to go with the pax to quarantine? I'm researching for someone who will have basically their entire worldly possessions with them.

With respect to the luggage:
1. stick within the airline's limits because going over can be very expensive; it's pretty easy to buy clothes here, and the relatives can go without the Costco stuff
2. don't store at PVG; I don't know whether the greeters will even allow this, but it wouldn't be cost effective even if they do
