Is there going to be a T3 at PVG?

Has it been officially announced that PVG is going to have a future T3 and if so when is construction going to start and when will be opened?

The other airport seems to be growing, Shanghai Hongqiao even has International flights to cities in Asia.

The new FTZ might create some PVG growth.... but now it has tooo many listed negative industries, ie gambling, etc.
