Security fee for checking luggage while in transit?

From today's German news (my translation):

Stinginess puts man's life in danger - an air passenger drinks out a vodka bottle

During a security check at the Nuremberg airport, a 64 year old [transiting] passenger drank out a one-liter bottle of vodka which put his life in danger.

According to the police, he refused to check the bottle he brought from the previous flight in the hand luggage, which would have been possible for a small security fee. Alcohol had an immediate effect on the man. Because he could no longer walk unassisted, he was refused transportation on the connecting flight.

The passenger was returning from Egypt to Dresden via Nuremberg. He was put in a hospital for the detoxication. His health was in stable condition
Is there a fee for checking hand luggage items while in transit? Or is the article inaccurate?

The article appears to be misleading. It's possible the fee was for excess baggage, for handling a bottle in a new box and separate from the bag, etc.

To my knowledge of baggage operations and security, which is extensive, I have not heard of this or seen it.

Of course, I don't live in Germany.
