my thoughts exactly. What was he planning to carve his biscoff cookie? Noone arrested suggests it might all be a storm in a butchers teacup.

Based on what was not said, it is possible (likely even?) that the pax removed it from a bag and it was subsequently noticed by a member of the flight crew. The flight crew then follows procedure about WEI on the plane...
