Why do Passports List Place/Country of Birth?

In the US passport, it shows your state of birth, with the letters U.S.A. following it if you were born in the US. For foreigners, it just states the country. They could easily be more detailed while removing any ambiguity with Springfield, IL, USA, or London, ON, Canada, etc.

Place of birth on a passport can lead to problems for people who through no fault of their own were born in the U.S.A. but raised in another country. Entering the U.S. on another nation's passport when it shows a U.S. birthplace can often attract unpleasant attention from the CBP.
