Absolutely nothing in fact. Like the military-industrial complex of the cold war, the security-industrial complex of the 21st century is too powerful and too well-established to be controlled.

Correct. And right now, the TSA is being used as a lever in the sequestration debate: "We'll cut airport screening and slow the lines down unless you put in higher taxes". Place bets on whether Pre-Check is the first to go?
