DHS: $430 million for unused radios

DHS spent a truckload on money for its various divisions including TSA. It is estimated that only one person out of 479 actually knows how to use them. How can we find out what corporation got rich on this?

"The Homeland Security Department has spent nearly a half billion dollars to provide modern, secure radios to its agents and employees. But the Office of Inspector General has found that most agents haven’t been shown how to use them..."

"...The DHS Inspector General issued a report that acknowledged that more than half the radios did not have settings for the common channel programmed into them..."
