The answer is obvious: assign a TSO to stand next to each monitor to watch for any pax with lingering eyes.

Exactly how would I be able to, "take pictures of equipment monitors that are shielded from public view"?
TSA ONLY prohibits photos/filming of screens that are shielded from public view. NONE of the screens you photographed/filmed were shielded from public view. You did not violate ANY policy. Next time you photograph/film, bring copies of the TSA FAQ which clearly prohibits photographs/filming of screens shielded from public view. When you are challenged by a TSA Manager hand them the FAQ. When that incompetent Manager refuses to acknowledge the TSA rules, get that on film too. ALERT! SSI Compromise!
I was perusing the TSA social media sites looking for the spin on the Hoggan dismissal and found this example of SSI compromise! I'd say it's a good idea to print a copy the next time you get harassed for filming at a checkpoint. ;)

On the plus side, that TSO appears to have excellent posture.
