I think we can all relate stories of FSDO , and what happened to Bob Hoover 20 years ago resulted in a Senate bill that gives certificate holders the right to immediately appeal an emergency revocation to the NTSB.

On the other hand, I've also had positive interactions with FSDOs, and for some time now have stated that the TSA should be moved to the DOT with FAA oversight.

Agree. My recent experiences with the certification side of the FSDO has been better than it used to be.

I know this is an old thread, but I need to calm my worried mind. I was a badged employee and got picked for the thigh slide pat down. When the TSO started on one leg, she did it so fast that she scared me when she "met resistance" and I jumped straight up in the air and cried out. Now I am a very jumpy person by nature. Those "cute" little games that kids play with each other where they surprise you or try to scare you, make me scream bloody murder. So the TSO refused to continue the pat down. I kept saying that I didn't want my genitalia touched, so that was taken as a refusal to complete the process, and I was escorted out of the terminal and went home from work. I have also accused of using vulgar language at TSO's for using the word "genitalia."

Seriously, my cute little ankle-biter of a dog will start to bark at something only she can hear and I will scream at the top of my lungs in reaction. My dog looks at me like I'm half crazy. But it really is a manifestation of the intense anxiety I suffer from.

There is a lot more to my story, but I am scared that a fine will be levied against me. Though it would fit the pattern of retaliation I had been receiving for filing a complaint against a TSO when her pat down included her jabbing her fingertips into my vulva. I did this really stupid thing believing everyone around me that were "shocked" that this kind of thing could happen, when in fact, it is completely SOP to touch people's pee-pees and everyone but me knew. I didn't make it 4 months at that job.

FYI, I will be requesting the video for this particular incident.

If a fine is assessed you will have an opportunity for a hearing in front of an Administrative Law Judge. Tell your side of the story or lawyer up and fight to the bitter end. One person that I know who was assessed a fine for having two firearms in his carry on luggage had the fines reduced considerably and he was in fact guilty. I would hope in a case like yours that your explanation would satisfy the issue but you never know.

edit to add: Had time to ferret out the TSA document on fines. Passenger fines are near the end of the document.

Interference with screening is the only possible claim TSA could make and it sounds like TSA was the uncooperative party.

First of all: TSA lie: “contact with Plaintiff’s genitals, if any at all, was incidental and occurred through the course of a typical security pat-down.” Read here: tinyurl.com/y9ttb62p Read the link, it outlines a case in which a private citizen effected a citizen's arrest of a screener for an aggressive screening. So far, the passenger is succeeding in his law suit.

Second, when you are sexually assaulted by a TSA screener, get their Supervisory TSO (STSO) involved. The STSO is req'd per TSA rules to collect & retain ALL evidence & witness names+contact info. But you must demand it, and ask 4 a litigation hold before erased!*

Interesting that you were "accused of using vulgar language at TSO's for using the word "genitalia." TSA is scared to death to tell victims that their genitals will be touched. They use the words "groin area" instead. That might work for males but it does NOT work for females.

I think that people are shocked by the way TSA does a "pat down" - it is nothing less than sexual assault - but most are afraid to say anything for fear of being TSA's next victim.

Fine have apparently increased

Speaking of $11,000 fines, has anyone noticed that the Blog has a new statement regarding fines:

TSA may impose civil penalties of up to $13,066 per violation per person for prohibited items violations and violations of other TSA regulations.
The old wording was:

Travelers bringing firearms to the checkpoint can be arrested and fined up to $11,000.
Have the fines themselves increased or is TSA now tacking on other financial charges to in effect increase the fines?

They use the words "groin area" instead. That might work for males but it does NOT work for females.
I'm curious, why does the word groin area not work for women?

Because the definition of groin does NOT include the perineum where the female genitalia is contained.

Here's the anatomical definition of the groin:

"In human anatomy, the groin (the adjective is inguinal, as in inguinal canal) is the junctional area (also known as the inguinal region) between the abdomen and the thigh on either side of the pubic bone."

Knowing that the TSA is afraid of the word "genitals", I would bet that they have expanded their definition of "groin area" to include the perineum.

If TSA was just groping groins that would be one thing but what TSA is really doing is groping genitals. If that is what TSA intends to do then it should be so stated. And they now use the front of the hand to grope our genitals.
