WASHINGTON (AP) — The Department of Homeland Security is finalizing its plan for a biometric data system to track when immigrants leave the United States and will present it to Congress within “weeks,” a top department official told a House Homeland Security subcommittee Tuesday....

Visa overstays have long been a concern of lawmakers and law enforcement. Some estimates suggest that as many as half of the country’s estimated 11 million illegal immigrants have overstayed visas.

But finding illegal immigrants who, like El Khalifi, came to the United States before biometric data was collected and records were computerized around 2004 — and who overstayed visas but haven’t committed a crime — can be difficult, if not impossible....

this is actually a bit funny if you think about it. Just exactly who, in this era of tight budgets, is gonna track down these millions of overstays? who's gonna detain them, do the legal processing, and deportation?

Knowing who they are is not the variable you're solving for in this equation.

Maybe their pictures can be posted at Walmart where Janet can ask for help from the patrons....

DHS won't even come pick them up when local cops have them in handcuffs already.

DHS has been requiring pilots to submit manifests and request permission to leave the country for years ... it was only a matter of time before they started expanding the program.

Our government really, really hates for people to travel. The hate it even more that people might want to travel outside the US. The only way to make this work properly is to put exit controls on Americans as well as "damn furrinrs"

So how exactly is this going to be enforced? Biometric readers at every single point of exit? What happens if someone leaving the country refuses to show their passport or submit to a biometric scan or is found to have been in the country illegally or with an expired visa?

IIRC, the Shengen area has exit control. What happens if you're leaving Shengen and you refuse to produce your passport--or they find out you overstayed your visa or were otherwise in the area illegally?

I feel that this could be a slippery slope to requiring US citizens to obtain exit visas. This would also be "useful" if there was a military draft and they wanted to prevent a Vietnam repeat of draftees leaving the country.

North Korea has exit controls too.

I'm pretty sure there is no "tight" budget at the Homeland Security!

Instead of watching the entrance they are focusing on the exits. Good idea. Seriously if anyone ever wants to "overstay" they just need to exit through Mexico and come back with the other millions.

Then you might be blacklisted and prevented from entering again. If you don't have a passport you won't be able to fly, if leaving at a land border, then perhaps it might be different if you can prove that the receiving country will accept you.

North Korea has exit controls too.
As does every country in the world except the US, Canada and the UK.

I've always been of the opinion that countries should not have any exit control.

That is an overstatement in more than one way. Some countries have no fixed exit controls in place, and that list is beyond the three mentioned above.

Yes, it could be illegal immigrants and if they ever return to United States. They will banned US for 5 to 20 years or life. This is reason why. There is problem lots of Hispanics people who came into USA illegally. They aren't welcomes to come in American. They don't have a passport or documents. They cannot have permission to enter in USA. THey have to bring passport or documents. Maybe there is forever. They could be deportation from USA for the life. They don't have a documents and if they are overstayed in US. They have to get a permanent residence. They have obey the laws.
