The world was not so innocent prior to 2001. In fact it would seem the mid-'70s were a much more dangerous time.
What 9/11 did was to give the government something large and "in your face" to use to scare people that "this could happen to them". It's really not a lot different than the Red Scare of the McCarthy era. Scare folks, and use that fear to weaken Americans and launch a broadside assault on civil liberties. In the name of "security". DHS and TSA are just following time-honored tradition.

Unfortunately, a large portion of the population are sheep and they tend to ignore the sheepdogs like Schneier.

9/11 was a Sputnik Moment when the US realised that it was far behind the curve. Thus the throwing of money at the problem.

Here's another alternate turn of events:

- In August 2001, Washington receives pretty solid intelligence about al Qaeda hijacking airplanes and flying them into buildings.

- This intelligence is publicly announced, and the FAA changes its hijacking policy from "submit" to "resist". The FAA also orders the retrofit installation of hardened cockpit doors with a certain timeframe.

On the morning of 9/11, nothing happens. If the hijackers decide to go ahead with it anyway:

- The hijackers are overtaken before they can even make it into the cockpit, and if they _do_ manage to make it into the cockpit, they'll still be overtaken. No aircraft are hijacked, and they all land safely

- After getting the fourth attempted-hijack report, the FAA grounds the entire country. The four flights land, and the hijackers are apprehended.

- Airport security remains 9/10, with the possible exception of replacing rent-a-goons with real LEOs, like the WTMD/bag X-ray at the courthouse. GWB repeats his dad's Operation Desert Storm, and just like his dad, loses his bid for re-election and disappears into the sunset.
