Are you even a male? I mean, the penis hangs down when flaccid. Putting your hand inside of a waistband would mean the guy would need to have his hand pretty much all of the way down in there to the wrist. I mean, I'm not saying your post is false, but I I'm guessing that if I posted this on a gay male forum they'd probably say that it was bs.
Seriously, I've done probably 200 of these screenings. Never had an issue. Ever. I supposed if you go in there angry and emotional and try to make an issue out of things you won't succeed.
The only drama I've had in there is when I've done something to force others to get screened. Occasionally, I'll get one of the tin foil hat wearing types in the line with me. Then when I opt out, if I can touch them in secondary I'll pat them on the shoulder and say hey, have a great day. Then the TSA per policy has to pat them down too. It's great. Happened three times so far. 2/3 of getting pat downs. For one, they didn't have a ton of people there, so the guy had to wait. So pissed off. Man it was hard to keep a straight face.

I guess if you are flaccid, wearing 'mom' jeans and boxer shorts and favor a particular 'arrangement', and the screener has particularly short fingers and a squeamish attitude, there's zero risk of fingers slipping far enough into the waistband to touch the penis (or slip into the butt crack).
I have had more than one screener slip four fingers into my waistband to the depth of their thumb (thumb remained outside the waistband). In my case, fingers have slipped across/into my butt crack.
Most screeners realize it is a waistband check and, unless you're wearing an unusual waistband, they don't need to go deeper than the first joint of their fingers. It is beyond disgusting when they slip their grotty gloved probing fingers into the waistband of one's underwear.

Went through the precheck line tonight at SFO and none of the 20-30 people I saw go through the WTMD in front of me were "randomized". And just walked on through. Then I go through and I was "randomly" selected, thus continuing my 0.500 batting average.
Anyway, the guy points me at the scanner and I tell him about my TSA shoulder syndrome and after about two minutes consultation they decide to just let me through with a hand swab.
Funny part is that as I was standing there waiting, several more people were "randomly" selected and as I was walking off from my hand swabbing, the guy working the WTMD shouted back, "Hey Bob, wait! I have another one!"
Anyway, the guy points me at the scanner and I tell him about my TSA shoulder syndrome and after about two minutes consultation they decide to just let me through with a hand swab.

When you go to visit sensitive sites in DC, they use metal detectors, not pornoscanners. However, they have well trained ARMED law enforcement officers, and they staff the checkpoint thoroughly.
Those machines are expensive, I personally think we'd be better served spending that money on increasing personnel and increasing training for said personnel.

A simple solution to that would be to advocate for more scientific, risk based security measures.
When you go to visit sensitive sites in DC, they use metal detectors, not pornoscanners. However, they have well trained ARMED law enforcement officers, and they staff the checkpoint thoroughly.
Those machines are expensive, I personally think we'd be better served spending that money on increasing personnel and increasing training for said personnel.

From where I sit, quadrupling the amount of training required to be a TSO might just lead to a greater sense of professionalism that we complain about not seeing all the time.

You don't give people law enforcement status. The law enforcement types will see to that.
