30 days
Just clarifying that the AF is refunded if you request cancellation within 30 days after Chase provides the statement on which the annual membership fee is billed.
ie:
- if AF line item billed 1/31/2020
- statement spans 1/12/2020-2/10/2020 (Billing terms are 30 days versus 28 or 29 days)
- you have until 3/11/20 (one day before the next statement cycle starting on 3/12/20) to request cancellation.
- for clarity your 30 days spans [2/11/20-3/11/20] and includes 2/11/20 and 3/11/20
So the actual day that the AF is line item billed is not significant.
Pay attention rather to the statement dates on which you see the AF billed instead and calculate from those dates.
The only times you have less than 30 days is in situations with cards where the billing terms are say, 28 days long.
In these cases a new billing cycle always occurs before 30 days is reached.
Since the CSR's billing is 30 days, 30 days is also the same as "before the next billing cycle."

$70 SC offered on Southwest Priority. Very minimal spend beyond MSR in the first year (e.g., $5.60 ticket fees, the occasional priority boarding upgrade that the Priority gives 4 of for free, some on-board drinks here and there, etc.). Easily accepted.

Southwest Priority
Chase Southwest Priority (personal). $149.00 AF posted yesterday (1/1/20). Called today, asked if there were any retention offers. Rep offered a $70.00 statement credit, happily accepted. Paid the first AF in Jan 2019, opened the card Dec 2018, spent $12k to meet the SUB threshold, no spend afterward.

IHG Rewards $89 fee, was repeatedly told that Chase never offers credits for annual fees. Offered to downgrade to $29 version and declined.

AF for United Club card came up this month so I decided to cancel. Had the card for 6 years and had decent spend on it. Was useful for the club access - less so after they required a UA BP.
No retention offer. Only an offer to downgrade to a United no fee card.
The agent did transfer my $50K credit line to my CSR

Chase Southwest Priority. Offered $35 statement credit (AF is $149) but no spend requirement. I declined.
Not sure if it was the right decision--I already got two priority boarding credits this round, so had two more (worth 60-80 but only something worthwhile IMHO for long flights) plus the card has a 75 Southwest credit and 7500 annual points. Adding that all up comes up pretty even). But what done is done. I will enjoy the simplicity of one less credit card bill each month . . .

No RO
4 year CSR cardholder, never tried for a RO before. Called up today and asked if any offers exist and the agent said no. Only offered to downgrade to CF/CFU. Annual spend around USD12k.
No RO on the United Explorer card either.
