How are the dates calculated?
For cards issued prior to May 21, 2017 it was Reimbursed per Calendar year, not membership year. Purchases must be posted (not pending) by your December statement (dated any time Dec 1 through Dec 31) to be credited against current year's $300 credit. Any travel spend that posts after the December statement will credit against the next year's $300 credit.
For cards issued after May 21, 2017, it will be reimbursed by membership year.
But my 2nd annual fee is after May 21, 2017, why didn't my travel credit reset?
Because if you got your card before that date, your travel credit will continue to reset after your December statement.
Does the travel credit count as minimum spend?
Spend is spend, the credit is the credit. The $300 reimbursement is a separate item from spending requirements( the $300 reimbursement on travel, $100 Goes all count towards the $4,000 only the $450 yearly fee doesn't). You must spend $4000 for your signup bonus UR points. If part of that spend is categorized as travel, a credit will post to your account accordingly. They are separate items.
Even if you return a purchase after you've met your $4000 initial spend it will not count against your spend.
Can I get two travel credit fees if I apply in the middle of the year?
Not for applications after May 21, 2017.

For whatever it is worth, my card was issued in 2016. I used the remainder of my 2016 travel credit (or so I thought) on 12/16/16 at a Marriott property in WDC. My statement closed on 12/19/16, but the Marriott charge did not post until 12/20/16. The travel credit counted against my 2017 allowance.
Of course I argued this; there was no way of my controlling when the credit would actually post, especially from a large hotel chain. The original rep understood the situation, could not do anything for me; she escalated it, and asked me to call back in 3 business days.
The final answer basically was "too bad, so sad", in a polite manner.
I advised Chase that I would close this account at the time the membership fee was rebilled. Rep said, "I understand, just be sure to utilize your points within 30 days" of closing the account. I was a bit surprised she wouldn't offer a compromise, especially since I'd like to think I have a great credit score and 3 other Chase cards.
Yes, I know the T&Cs state the posting date, but checking both my Marriott and IHG cards, it appears that transactions from hotels post within one business day, if not the day of checkout. I never imagined that it would take longer than that. Lesson learned, I suppose.

Be realistic. You are no more than just a number to Chase among many many many numbers (customers). The customer service rep has absolutely NO POWER to offer you anything if the system does not show anything, or the dept has power on such thing has not approved anything as you have been long informed at the time of escalation.
While it is true that you have no control on when the charge is posted to your account, you still have the responsibility to account for a reasonable time lag between charge and posting. Everyone owns a credit card knows a lot of charges dont post the next day or the next 2 to 3 days. In AMEX Offer T&Cs AMEX specifically points out that it is up to the merchant to bill a charge which if it is later than the offer validity, then Too Bad, AMEX is thoughtful enough to remind cardholder of such common sense.
If you dont like how Chase treats you, take your business elsewhere. Pretty sure Chase would not even say a goodbye.

Travel Credit December Statement...
In regards to all the discussion about how travel credit is applied in December (I have a card that was issued in January 2017 so calendar year applies to me) -- I appreciate the head's up that in my case I should be sure all $300 in travel has occurred before Dec 3rd (payment due date for Nov statement) in order to get full 2017 credit.
I remain confused about why I would want to be sure to incur expense in December (applying to 2018 calendar year, correct?) unless I was planning to cancel the card before annual fee is due -- ?? -- if I am keeping the card does it matter?
Just cannot wrap my head around this, sorry!! Thanks in advance

It's not payment due date, you actually have a little longer than that. The credit needs to post before your statement closing date in December, which in your case should be December 6.

Palmetto Pass not reimbursed
Palmetto Pass is the toll collecting entity for the Cross Island Expressway on Hilton Head Island. I prepaid $300 on my Palmetto Pass account and CSR says it is a 1X purchase that does not count as travel and will not be offset by the $300 annual travel credit.

Go up to the Wiki and see what gift cards or other items you can use before your statement closes.

Tri-Rail services at South Florida does not count as Travel either because it is coded as Government Services.
As many DPs have shown, the transportation related charges are always iffy because of the merchant codes. It is better to check around a lot or do a small test charge to see how it actually turns out before committing the whole hog.
