How are the dates calculated?
For cards issued prior to May 21, 2017 it was Reimbursed per Calendar year, not membership year. Purchases must be posted (not pending) by your December statement (dated any time Dec 1 through Dec 31) to be credited against current year's $300 credit. Any travel spend that posts after the December statement will credit against the next year's $300 credit.
For cards issued after May 21, 2017, it will be reimbursed by membership year.
But my 2nd annual fee is after May 21, 2017, why didn't my travel credit reset?
Because if you got your card before that date, your travel credit will continue to reset after your December statement.
Does the travel credit count as minimum spend?
Spend is spend, the credit is the credit. The $300 reimbursement is a separate item from spending requirements( the $300 reimbursement on travel, $100 Goes all count towards the $4,000 only the $450 yearly fee doesn't). You must spend $4000 for your signup bonus UR points. If part of that spend is categorized as travel, a credit will post to your account accordingly. They are separate items.
Even if you return a purchase after you've met your $4000 initial spend it will not count against your spend.
Can I get two travel credit fees if I apply in the middle of the year?
Not for applications after May 21, 2017.

Misinformed Bloggers and Chase Benefits
Pretty unhappy with Chase. My wife has this card and has not used her 2016 travel credit. Per several travel blogger websites, including the site from which she applied, the credit is applied to travel spent on the card by December 31, 2016.
I understand that the terms and conditions provide that the spend must occur in time to be on the December 2016 statement for the credit to apply for 2016. Her statement date came and went on the 13th.
Chase is getting the best of both worlds here. It relies on bloggers to reel in new customers, and pays the bloggers referral fees. But the paid bloggers posted misinformation (i.e., that spend prior to 12/31/16 will benefit from the 2016 travel credit).
Anyone have any luck getting Chase to do anything here? The false advertising has me super fired up, notwithstanding that it was not Chase itself that relayed the false information.

I do agree that Chase has certainly made the reimbursement terms confusing. It was likely a business decision to throw off some of the customers from utilizing their credit in time, but poor execution.

Disagree. It was perfectly clear from day one. I do not think they purposefully tried to throw off their customer. Using the last closing business statement is a way to do it. They could have chosen to just give $300 annually based on your fee date. But they didn't. They allowed you to get $600!!!! If people didn't read correctly and missed it that's their own fault.

Statement closed Dec 22. By 12/25 I already had greater than 300 in travel expenses reimbursed (United MP Visa companion cert to Hawaii). So, net cost for two RT to Hawaii = ~$513 Total reimbursements already = $700 (2x300 + 100 TT)

Just noticed the same thing myself on two airline tickets and part of a hotel charge. Took a second - and this thread - to recognize what was going on. Pleasant surprise to end the year, at least for someone (me) who didn't notice that part of the T&C.

Right now there isn't a 2016 credit left because it would have had to post by 12/28 which is the last closing date in December for some lucky people.
I used up my wife's credit very easily in October. I just applied yesterday (because of 5/24) and was auto approved. Due date on my 1st statement is 2/26/2017.
