I can confirm that the bulk tickets earn no PQD, but do earn miles according to this table: https://www.united.com/CMS/en-US/Mar...aspx#specialty ... which in some cases can actually be beneficial.

I think it must depend on the fare bucket, and who knows what else.
I can confirm that I bought my mother an MSY-IAH ticket last month for about $200, which with the 20% discount, was ~18,000 UR points. She absolutely DID get PQDs for it. I just checked. United.com shows a total of $162 PQDs. The PQMs and PQSs posted normally as well.

Do it - that's what happened to me, except I did not notice the 'bulk' part until it was too late. Not sure if it makes a difference, but I would call UR and tell them why you cancelled.

I had an interesting experience with this recently. My wife and I are going to Bermuda to celebrate our 1-year anniversary later this year, so I ended up booking the ticket via UR instead of on United's website, purely because I figured I would get PQM/PQD at a similar rate instead of booking via United's website and getting neither (and the rate was pretty much equivalent to the Saver ticket). So I ended up with W-class tickets from EWR-BDA, and I thought it was pretty solid - not a long flight, but the PQD would definitely help my wife out (I have Presidential Plus and am thankfully spared from those contemplations...for now).
UA's website now allows you to see the expected PQM and (more importantly, given I'm a bit lazy in determining how this is figured out) PQD - and we have 0 PQD. I confirmed that PQD on what are deemed bulk tickets will always be zero. However, I fought with them over the PQM, as they were showing ~2k PQM for a round-trip that is around 1600 miles. I am Premier Platinum, so I found the fare breakdown and argued that even with bulk fare, I should be earning 9x multiplied by the fare (less international taxes, etc.). In the end, they agreed and said I should earn closer to 4k miles for the trip, but that the updated estimate would NOT show up on UA's website. I'm skeptical of the whole thing, mainly because I've been calling them a lot recently about MPS.com activity not posting, and general mileage account posting being relatively late, but it seems like at least the PQD should post based on the airfare.
Maybe I got lucky, or maybe I'll end up getting screwed anyways...but that's my recent experience.

Wanted to report my recent experience. I just bought a ticket through the UR site on UA, for both the wife and I, as I wanted to split using points and cash, so paid 50% in UR points, 50% in cash (well, with CC, but you get the point).
At least for me, the tickets appear to be a regular, published UA fare. Not only because the price is the same as United.com (since this alone doesn't guarantee it is published...bulk fares can be priced exactly like published fares for, among other things, competitive reasons). But also, the amount of the ticket shows up on my receipt (as paid for by a Visa with the last 4 digits I have no idea what they are...assuming this is a CC UR uses to cover the cost), and the mileage earning section shows my projected earnings, including RDM, PQM and PQD, just as if I had bought the ticket on a CC from the UA site. This is another reason I wanted to do this through UR...while buying one ticket in points after transferring to UA would have been less miles, I wanted the benefits we both get for a paid ticket, primarily the ability to earn those PQM which I will need for qualification next year, plus the CPU eligibility doesn't hurt. So it looks like for me, all should be good.

Update, later in 2015
Well I'm resurrecting this thread because the answers still seem to be conflicting.
I booked a $300 United ticket on the Ultimate Rewards site a few weeks ago using about 24,000 points.
I just looked at my receipt on United.com and it says "ineligible" for PQDs.
Furious, I emailed United and they confirmed it was an ineligible fare.
... is going on? How can some Ultimate Rewards tickets work for PQDs and some not?

If it would make a difference in my status - I would probably try to fight, but most likely it's pointless.

What about booking with UR but using $ and not pts?
Do you still get the 3pts/$1 (valid through Dec 31, 2015) and the PQM/PQD? It still exceeds the standard $ buy off United site where you'd get the 2pts on your Chase UR account.
