I guess 'nothing could be done' so the rep decided to carry out your wishes. 
On a serious note, Chase has a serious long-standing breach which they fail to acknowledge for at least 3 years now.

Another option would be to split the accounts across a few cards for a little while to see which one duplicates the issue. If the problem follows one of the accounts, shift all of the others back to the desired card, and then further subdivide the group with the problem. You'll get there with each hack.
I have had problems at restaurants before. Because of that, I only have one dedicated restaurant card that leaves my site for dining. Nothing auto-drafts from that card. It's very simple for me that way.

Is there a consensus on how long it takes to get reapproved for new accounts after a "unsatisfactory relationship" closure?

My experience as well. When I tried at 413.19, it was a straight out rejection. When attempted at 413.21, I was told to call their hotline for reconsideration. After a few questions, I was straight out rejected. Again this was for UR cards so not sure if it applies to co-branded cards as well but someone may want to confirm that when they have the opportunity.

I don't think we can accept your data point until it's been verified by some other people who have reported the same thing. Since it seems this is an uncommon occurrence I went ahead and called Chase and asked them to blacklist me so I could add my data point. So far, I can confirm they will not reinstate you at .64 days. Will report back after the 413.2 days.

Keep in mind one of the businesses you use the credit card at might be compromised directly and that would have nothing to do with the relative strength or weakness of your passwords. If they own the database they don't need your creds.
