I have a Chase Freedom card, and it does earn UR points that I can either convert to cash or use to reserve hotels or buy airline tickets from the UR website. It did not use to be this way, but they changed it some 2-3 years ago

You can buy tickets from the UR site, but you can't transfer the UR points to United miles with only the Freedom.
