"Not eligible for a second Chase credit card with promotional pricing"
I noticed this statement in the T&C for a Chase UA Explorer Card:
"Chase cardmembers with a history of only using their current or prior Chase card for promotional pricing offers, are not eligible for a second Chase credit card with promotional pricing."
Has anyone experienced this restriction, and what does it refer to?

been talked about before
amex has similar language (but not enforced?)
given that Chase has been cracking down on MS/MOs and blacklist/closing entire customer relationships, try not to be on their radar? (eg don't always close chase cards before AF hits, don't immediately sockdrawer your card after signup bonus hits)
