Return from Costa Rica after positive rapid antigen test?

Return from Costa Rica after positive rapid antigen test?

A friend just tested positive before their return trip from Costa Rica using an eMed proctored test (Abbott rapid antigen test supervised by eMed; CDC approved). It looks like the Ministry of Health imposes a 7-14 day quarantine order (if/when?) you have a local PCR test.
Does that start the date of the rapid test, or does he have to get a local PCR test to start the clock?
What happens if you don't get a local PCR test (so nothing gets reported to Ministry of Health), you wait about 7 days (or until negative on another eMed rapid test) and try to fly back with the eMed results (which are all the US needs)? What is the motivation to take a local PCR to notify the Ministry of Health?
