Thanks, so if I understand correctly:

Promo spend cap per quarter: $5,000

Baseline Premier MC earn with Overseas category applied: 0.1 RC per $4.16 = 120 RC per $5,000

Additional earn under this promo: 300 RC per $5,000

Total earned = 420 RC per $5,000 / quarter

Is this right? Seems high?

Not sure if anyone seen this HSBC offer and miles earned before Jan 2020 will be extended. When I called AM they have no idea about this offer

20k miles is not a small amount given they are giving out retention offers for 3k miles (earned from 2 different sources), but this is still a great easy option.

Bit worrying AM doesn't know about it though?

On my Alipay app there is a notice which states the following:"Handling fee with Credit Card (Visa/MasterCard) is not applied to auto debit services.

I have my CLP and apartment management fee set to auto debit. CLP bill got paid on 22 January and management fee got paid on 4 January and no additional fee for either.

Also My Google Pay payments are set to Alipay auto debit. I made a purchase of HKD6.66 today and not additional fee.

I haven't decided to transfer my miles to QF or BA so this offer came up is a good idea as I have miles due to expire this Apr. When I called CS, they asked me to call back this week since the offer is too new and I suspect they have not briefed the frontline

That's not bill pay.
Confirmed. Got a text message from CCB confirming the bill amount was the same as what showed on Alipay.

Amount hasn't shown up on my transaction history at CCB yet, but I would expect the SMS to be correct.
