it was presented at 3pm press conference today. there is no link to play back the press conference that i can find. the 75% was computed independently from the database of the uploaded genome. it takes 4-6 to days to sequence it and with over head, the data upload just now is probably 2 weeks late already.

There is a CX 252 flight en route to HKG, landing in the morning of the 22nd. Will the passengers be allowed in?

These are from the press conference by the government. The HKU study was introduced by HKU Med School head Gabriel Leung.

now that precedent is set, bar is low for this sort of measures to pop up at will

If the aircrew members are completely separate from local community, such as taking designated buses and living in designated hotels, they should be allowed to operate another flight. Even Mainland China allows this.

CX cancelled all cargo-only passenger flights and some cargo flights to UK. Trucking service between Continental Europe and UK was also suspended. I will say UK may be in a big trouble.

Travel bans between the UK and FR/NL already eased.

See: BBC bans eased
Passengers allowed with negative PCR test and freight continues practically as before.

Passengers must be French nationals or residents (plus a few exceptions), with a negative PCR test which is a novelty. The French authorities often call them repatriation flights.
Truckers must take a test before crossing. Rapid tests are OK but must be able to detect the new variant.
Apparently, one problem of the new variant is that some PCR/antigen tests are not very sensitive to it.
