Seems like SCB is filtering by name rather than MCC or CVM. Both ALIPAY*mPAY and AlipayHK*mPAY is currently rebated (P2P AlipayHK is not rebated but ALIPAY *AlipayHK is https://forum.hongkongcard.com/forumSE/show/24912 ).

Is the availibility different if you're using Asia Miles or BA Avios?
I'm soon moving to Hong Kong and I'm struggeling to decide whether I should go all out for Asia Miles or try to find a credit card with Avios/Amex MR points(and transfer to avios)...

When availability is really scarce, having it with AM doesn't help, since they raise award rates (BAEC does not do this sh#t with CX awards).

Heretical though this may seem here, you might consider going for cashback on your cards. There are lots of promos and deals here; by playing the best ones you might be able to get up to 4-5% or so back on average. AsiaMiles is a pretty poor programme these days in terms of availability at reasonable cost.

Do you currently have a bank account with either where you are now? US banking regulations seems to have made it harder to open accounts here, and sometimes people have to go with whichever bank will take them, rather than being able to shop around. It can be harder for US citizens, even those with PR, as some banks (staff) don't want the trouble.

For the bank account, if Citi or HSBC is in your home country and you meet the criterion then I would go for CitiGold or HSBC Premier for the ease of moving money around. HSBC gets some grief amongst people here, but I've been with them for 20 years and I'm pretty happy. Their Visa Signature credit card also has some of the best reward earning deals around (but you can get that without banking with them).
