CX Infant Ticket EX-USA 10% not 25%?

CX Infant Ticket EX-USA 10% not 25%?

I thought CX charges 25% for infant under 2 years old entering or exiting USA, I just did a search it appears its 10%.
Is it a glitch? Say it is and indeed it's 25%, will I be charged if I fly this route(PVG-HKG-YVR-JFK)? Because the
Search was departing from PVG and arrived and JFK, YVR somehow popped up. Considering YVR-JFK is not EX-USA
I assume it's 10%?
