CX to KA flight (but operated by Air China)?

Booking a ticket that is CX into HKG, but then KA ticketed, but Air China operated flight to CTU. What lounge access rules would apply at HKG for a one world emerald member?

I concur with cxfan1960

The flight is operated by Air China so, no access.

Perhaps the arrivals lounge might be an option?

Assuming you mean the Arrival outside of secured area, you need to clear immigration to get all the way out to the Arrival, and re-enter secured area.

If you are thinking using departure lounges at HKG as "arrival from first leg", unfortunately it does not work with CX per oneworld agreement.
