Since the discussion is still going, I'll throw in my case. Was 3 kg over. The agent did ask me to unload them (didn't just hand me a bill). This would of never happened in the "good old days", but I did pull out 3 kg of stuff and put it in my carry-on.
So yes, Cathay is cracking down on weight.

are you sure? it wont make sense to me that say 1 pax is OWE travelling with 5 plebs on same pnr... i doubt 5 others get increased baggae allowance...
check in together, maybe... priority tag, possible... but everyone having more weight i guess not

Checked in 6 bags initially at 115kg, was over 5kg and the check in lady told us to repack.
Went back to my car and found that I had another bag at 11kg, went to the check in area again and was all ready to pay for overweight but a different check in clerk just accepted my bag after some deliberation.
Flew CX713 on 26th July, 3 pax, 1 OWE, 2 non status.
All 3 of us were allocated PEY seats.
Beautiful A359 though, the quietest aircraft I have been on.
