Interline Agreement - Connection protection as well?
Having baggage checked through is certainly a plus to the customer, although I have no idea why BA would still block baggage checked through final destination.
However, does it mean CX would also protect you to the next flight if the previous one is somehow delayed? Having the bag checked through and having connection protections are technically two items in interline agreement. The press does not seem to state that is the case.

My personal view is that they want to reduce expectations before removing check in staff altogether.

I was under the impression that the connection protection never kicked in for two different PNRs? At least when I used to book those in the States, it was one of those "you take your own risk" type of situations, so if your incoming flight was delayed, the subsequent connection will rebook you for a change fee, as if you just missed your flight in a normal circumstance.

I would suspect that a lot of people had connections at the intermediate destination (eg. HKG-XXX) that are too short and had no choice but to leave the bags behind and later file a claim at the final destination.
Since the bag tag to the intermediate destination (XXX) is on CX 160, CX had to pay for the bag to be sent from XXX to the final destination and delivered to the passenger's home/hotel. This ended up costing CX more than it would had they simply checked the bag through.

Why would it be CX's responsibility to send to the final destination if it was not through-checked
As far as CX are concerned, they have fulfilled their obligations already.

OW (esp. BA) stopped thru check-in on seperate tickets, because they want to "encourage" people to book the entire journey on one ticket. This one ticket is mostly more expensive than the two tickets combined.

Separate tickets post 1/1:
1. TPE-HKG (BA award on CX metal)
2. HKG-NRT-DFW (AA coded, first leg was CX metal, second was AA metal)
TPE agent had to check with her supervisor, but successfully checked in to DFW.

Will they only do to OW airlines or to any airline that they have an interline agreement with?

KA manager at Siem Reap tried to tell me that I wasn't entitled to the "courtesy" of through-check from KA to a separate QF booking because I had 4 hours between flights in HKG and therefore had ample time to collect my own bags. I had to get the policy on screen, read it out to him, and say that the policy mentions nothing about MCT and that he should through-check me.
After a minute or two of argument he agreed to try, and after 15mins of him tapping away at the computer it was all done - real resistance was probably because he was lazy or clueless as to how to do it.
