Check in times at LHR changing

Noticed this on the CX website:

New check-in counter closing time at London Heathrow Airport
Effective from 30 March 2008, check-in counters for Cathay Pacific flights departing from London Heathrow Airport will close 1 hour prior to the scheduled departure time. Passengers are advised to arrive at the airport 2.5 hours before departure for all formalities to be completed.

London Heathrow Terminal 5 will be open on 27 March 2008. Some airlines will be changing their check-in locations progressively. If you have a connecting flight at Heathrow, please check the terminal number from the flight information signage on arrival.
Anyone know why this is necessary? Can't imagine it's because of T5 since T5 activities shouldn't affect departure of CX flights if you are boarding in LHR?

Thank God I always only connect at LHR with boarding passes ready. It seems punctuality starts being enforced at passenger cost.

Well it might affect you also. There is now a minimum connection time of 120 mins if connecting from a BA flight, or connecting from terminals 1, 2 or 4.

You are right, everyone seems to get their share of this "improvement". So far, I try to keep a personal minimum connecting time of 4 hours so well above the BAA requirements.

BAA baggage handling procedures. They cannot get the bags from check-in to the plane in less than an hour. The opening of T5 has a direct effect on this, lots of staff are moving to T5. And T3 is being rebuilt (including a new baggage handling system, so some parts of the old system will be shut down progressively during 2008).

I guess CX decided that having a later "no bags" check-in time wasn't viable (too much confusion, argument and service dis-satisfaction).

What is the cut-off time exactly before the change? I always get to the airport around an hour before departure and never really had a problem.
The worst I had was not able to standby for an earlier flight.

It was 30 minutes for F; not sure if J or Y was longer. So an hour before had 30 minutes to spare.
