Could be; in both countries, especially Norway, similarly to the US the rate of domestic as opposed to international flights is higher than in most other Western European countries.

And most Norwegian airports do not have international flights, or just a couple of charter flights every week (but anecdotally: passengers coming off a charter flight at a smaller airport here, are more thoroughly checked than people arriving at OSL!)
