Do I credit to Oneworld or Star Alliance?
 
So I booked a flight flying on Cathay Pacific but issued on SWISS 724 Ticket stock. Would I be correct in assuming that these flights, because of their flight number range is not CX 0000-0999 are not able to collect miles from a oneworld program? Then should I be collecting off a Star Alliance account instead?

That flight is probably eligible for miles on only CX or LH.

Most OW airlines required flights to be both marketed and operated by OW to earn miles. And miles post as marketing carrier

Most *A airlines requires the operating airline is *A to earn miles. Miles post using operating carriers earning table

Actually, flights on LH/OS/LX tickets/metal can be credited to AsiaMiles, see:

AsiaMiles Airlines overview

I am not sure about a LH ticket and CX metal, though my expectation would be, that this also applies.

Deposit might be slow, I am now waiting for a week to have OS miles reach AsiaMiles.

So as stated in post 2 first line
Who "tickets" does not matter for most ffp's. With revenue based ffps, like most in USA, can make a difference to earnings.
What matters is operating carrier and marketing carrier (flight number)
