It is really hard to follow your moving arguments that are based on factual ignorance.
HK did not accept non-residents, just like Maco did. As pointed out, Macao was even less restrictive for workers from Guangdong province.
As pointed by other, the big difference with HK, is that Macao has had no infection for several months, while HK did.

One can argue forever why this is the case. But that would be very OT.

Is it so? How about those aircrew moving around? Also, HK residents is not that great a system for mainland. Too many residents have not resided in Hong Kong for meaningful period. Also the Indians arrive in Hong Kong in great number and in great risk.

The point is not about sealing off from Mainland since we talk about free entry to mainland. It is about how many people from the rest of world can enter Mainland. China has 5-1 to control international arrivals. How many people arrive in Macau daily? How many enters Hong Kong daily?

is it that difficult to see the differences that why mainland does not want Hong Kong to join?

??? The appropriate comparison for foreign aircrew will be PVG, not MFM. Are we more relaxed to foreign aircrew arriving in HKG than SH health commission to foreign aircrew landing in PVG.

And do we have more foreign air movements than PVG?

You have Chinese returnees to PVG and other ports too (is PEK still being restricted to international arrivals?).

I was buying domestic tickets from Shanghai to Beijing and saw 90% flights going into PEK.

Actually, it must have an HK hotel license. There are many accommodations at CK Manson with "hotel" in their name that will not qualify.
