Can I Book CX or Jet airways with Asia miles without fuel surcharge?

Hi
I don't have Asia miles account and don't have miles there but can transfer from its transfer partner Citi TY points.

My questions are:

I am trying to book one way flight for 3 on coach from HKG-Delhi on Jan 7th. I see Jet Airways and CX listed as partners on Asia miles. I am also looking for flight from DEL-KTM in mid January and Jet airways is one of the flight that flies between Delhi & Kathmandu.

Am I able to redeem Asia miles for HKG-DEL flight on CX or Jet Airways and than DEL-KTM on Jet Airways? How many miles would it cost me for the first and 2nd flight?
Is Delhi as stop over allowed?
And how much in fees it would cost for each flight?
