Fuel Surcharge Policy

I notice that there are some changes to the fuel surcharge charged by CX to oneway flights arriving at HKG (at least for ex-JPN). In the past, the fuel surcharge for each segment, no matter which direction, is exactly the same as the one limited by CAD. However, since Nov, the fuel surcharge for roundtrip ex-HKG and oneway ex-HKG is still the same as CAD limit (roundtrip = oneway limit x 2), while ex-JPN is charging a much higher figure.

E.g.
OW HKG - NRT = HKD172
RT HKG - NRT = HKD344
OW NRT - HKG = JPY4500 = HKD300
RT NRT - HKG = JPY 9000 = HKD 600

Any one has any idea how actually is the fuel surcharge being regulated / calculated.
Thanks.

Ex japan tickets always had a "surcharge" so that the total surcharge of cx matches jl or nh. Nothing new here. This is hence why i have friends who never issue ex japan tickets, or when "ex-japan", uses asiamiles so is seen as a hkg issued ticket based on HKCAD yq

Seems it is no longer the case for asiamiles as well then.
Actually this question derives from my attempt to redeem OW NRT-HKG with AVOIS (but this is the AM forum;)) and notice thebincrease fuelbsurcharge compared to last month, and upon further checking i note the same for AM reemption and revenue booking.

If this case is true, do you see a drop in fuel surcharge for ex-ICN vs ex-HKG? ex-ICN is known to be a place with lower YQ.
