ODU policy
 
For ODU - on dept upgrade you can only do this if u are physically on the same flight as the claimee. ie. if u want to claim for your wife/husband/ children etc... U must be on the same flight as them. However I think some outport may be more "flexible" to apply this rule. I guess it is to

I don't understand why CX has such a policy. I doubt if that is to avoid selling upgrade in last minute. The passenger needs to be on the redemption list to start with, and that does not prohibit people to sell upgrades ahead of departure.
