Why is the #4 window shade on the 744 permanently closed?

Why is the #4 window shade on the 744 permanently closed?
Mrs. SFO and I had 1AK on Saturday's 879 from SFO-HKG and it bugged me that I couldn't open the shade on window #4. Seems permanently glued shut. Indeed there isn't even a handle on it. Anyone know why?

Because there is no window there.
Those windows are blocked with permanent metal window blanks, so if you opened it, there would be no window there to let light in or to see out of.

No no... It can be done on any aircraft type.
Using BA as an example. The installation of the new First cabin means that if you look at both the 777 and 747 aircraft which have it fitted, they have had windows blocked off as part of the seat design covers up certain windows, and they have installed window blanks to cover the window up. Where as aircraft which still have the old First cabin, all windows are there.
It is a little odd that CX chose to leave the internal window space there and just fit a permanent window blind, but that would be down to the cabin planner.

Does row 3 have the same problem, with window 11?
The angle from which one takes the photo makes a big difference.
