Are travelers from Puerto Rico being quarantined 14 days by US states?

I checked with the Arkansas Department of Health. They said that all international travelers and travelers from hotspots like New York, New Orleans, and others are being Quarantined 14 days upon arrival. The international arrivals are enforced by notice from customs to the local health unit of every traveler. They said Puerto Rico is exempt even though it is considered international. Are any states requiring quarantines of passengers from Puerto Rico?

Travel to and from Puerto Rico is domestic not international.

You need to check the individual state requirements. For example, Hawaii is requiring a 14 day quarantine for all travelers to Hawaii; Alaska has a 14 day self-quarantine for all travelers to Alaska.
