Can you change to the Dominican Republic or Mexico? You can get an all inclusive resort package for a lot less than what you will spend on your PR trip. This coming from a local that was born and raise there.
If you want close to beach, restaurant, go to Isla Verde, if you want beach but minimal restaurant, then go to Fajardo, Luquillo area. if you want close to sightseeing, restaurant, shopping go to Old San Juan. Hotels overall are pricey, restaurant will be hit or miss. You can also stay inland, or off the coast, but not having a rental car will seriously limit your activities. Public transport is not the best in the island. You can get beach, restaurant and shopping in Condado area, this is very touristy area, and $$$ as well.
