Pub Sainte Alexandre is located in Vieux (Old) Quebec City on Rue Ste. Jean. It has the ambience of an irish pub, with rich darkly stained carved woods decorating the floors, and walls. The pub was pleasantly not too smokey inside. They offer an enormous selection of beers including many from Belgium. They get extra points for having the correct glass to go with each beer. I had a Kwak which came in the traditional mini yard-style glass with accompanying holder. The food is amazing for a pub. I had the steak tartare and it was one of the best I've had. Very good price too, cheap. My friend had the sausage plate, which was equally good. He gave me a sample, it was delicious. They do fries really well here. It's a happening place, quite lively, and a bit noisy, but not so loud that conversation is difficult. The crowd and the ambience make you feel like you are among friends. The service was excellent and quick. The tables are very close, so you can expect to get to know your neighbor, which in our case wasn't such a bad thing.

I am reading a Frommer's travel guide on Quebec City as we might pop up from Montreal when we visit.

For high-end $$$ cuisine Frommer's highlights:

Le Saint-Amour - Contemporary French
Le Pari-Brest - Contemporary French
Laurie Raphael - Contemporary French

For moderate cuisine he recommends:

Le Marie-Clarisse - Bistro French/Seafood
L'Echaude - Bistro French
Le Cafe du Monde - French/International
Les Freres de la Cote - Mediterranean

Thank you both and I will report back for certain. This is our third year going to the city but there are so many options for dining that I know we have missed. Both the pub and Saint Amour are places we will be sure to hit this time. (Saint Amour is right down the street from the FABULOUS inn we stay at). Some of our particular favorites from past visits have been Parmeseans (ask for Roberto as your server) and Frankies Cafe (Eric Savard is a great guitar player and singer and is frequently featured there at varying times) food is Lebanese fare and is fairly authentic, really just a great place to take a break and it is frequented by the locals.
