I doubt the mask requirements are going away, especially with all the news of breakthrough infections recently.

I wonder if they'll do this just for domestic flights, or if they can also require vaccines for all passengers on international flights (i.e. nobody can fly out unless vaccinated) ?

According to the article, it seems any flight you want to get on, you must show proof of vax, including domestic.

Long and short, if you choose not to get vaccinated...drive

Or once the US border reopens, drive to a border town and fly from there

I was thinking more if they can prevent an unvaccinated foreigner from flying back to their country on an international flight from Canada. France implemented a similar "health pass" requirement recently, but it only applies to domestic flights (they have the option of either presenting vaccine proof or a recent negative test).

Kids under 12 will be interesting. Same with those from overseas visiting Canada after September who were vaccinated with other vaccines not recognized in Canada.

If the vaccines aren't recognized they wouldn't be able to enter Canada in the first place (unless Canadian citizens). Hopefully there will be some common sense rules like accepting non-Canadian vaccine certificates and testing alternatives for those unvaccinated.

If this happens there's going to be no end to the medical requirements to fly. There's going to be permanent medical security checks at every airport and probably the same at every provincial border. Hopefully in I don't end up on the medical no fly list.

Pretty much. People overestimate how many rights and freedoms they actually have. You're already on the medical no fly list until you prove otherwise. Not being on the no fly list is a privilege which can be taken away at any time.

Is there a court left in the country that would even HEAR such a charter challenge? If this gets implemented, I would expect it to stand for years.

yes they can, they simply dont qualify for the quarantine exception.

True right now (if Canadian citizens or "essential" travelers), but once these rules come into force it sounds like everyone will need to have an approved vaccine to board a plane in/out of/inside the country. Though I don't know if they can force vaccinations for outbound international flights, possibly preventing unvaccinated (or with unapproved vaccines) foreigners from leaving? Too soon to speculate, but it just feels like they could really turn this into a nightmare for people if they decide.

Someone might have to drive/fly to USA (once land border reopens) and then fly home internationally from there if they have an unapproved vaccine and quarantined for 14 days upon entering Canada.

The charter doesn't apply when it comes to covid. There's really no limit to what they can do.

The following is just my speculation:

I suspect inbound international travelers (Canadians living overseas or others who can enter) without Health Canada approved vaccines will be "forced" (or at least given the option) to roll up their sleeves in the international arrivals hall of YVR, YYC, YYZ, YUL and receive a 1-dose Johnson & Johnson vaccine (as opposed to a COVID test) before going into their 14 day quarantine. Once their 14 day quarantine is over, they can freely go about their business (including flying within Canada [perhaps to their final destination] or out of Canada) as they would be "fully vaccinated" by that time. This would presumably replace the 3-day hotel quarantine that was previously in place prior to August 9th.

Passengers living close (or have a final destination) to YVR, YYC, YYZ, YUL will have the option of getting vaccinated and quarantining at home while those living (or whose final destination) requires an onward flight to another city in Canada would get vaccinated and quarantine at their first port of entry (perhaps the government hotel quarantine in some form might come back for those travelers) before being allowed to continue onto their domestic flight.
