If they are allowing smoking breaks outside, that means they are not serious about enforcing quarantine.
Someone needs to be sent to Bangkok , Hong Kong, Singapore, etc to see what a hotel quarantine means ( door keys that will only open the door once...)
I can see giving smokers smoking rooms or balconies, but letting them walk the halls, take the elevators, and use the common elements every hour?
What is the point of quarantine?

Given the tender for hotels to participate only closes on 10 Feb. as noted in post 2 of this thread it seems much to expect that the contracts would be signed and all the proper protocols could be ready in a few days for the 14 Feb. so expect a start date to be more like 20 Feb.

They can aim for tomorrow morning but it's as unrealistic a target to me as 14 Feb., especially when the PM is still saying "weeks to come". We shall see but would be surprised if anything was in place prior to 20 Feb. or later.

Nothing really of note, here, other than it appears you will be forced to pay for a 3-night stay regardless of when you get your test result (and are therefore free to leave).

Those with positive test results will be required to stay at a designated government facility. They have not been clear on the cost of this, but one article did say the government would pay for the remainder of the stay.

Located no more than 10 km from an international airport; proximity to a designated quarantine facility is an asset
A good friend of mine in Montreal is a trucker, and he delivered mattresses to а building that he was told would be a covid facility of some sort. The location was around 60km from YUL. If what he says is true, it still isn't clear if the building (a non-descript one with a fence around) was being prepared by the feds or the province of Quebec. That was in December, not long before Christmas.

It looks like it's a pre-paid hotel room, so could easily mean that you'll require to have a confirmed reservation (fully paid for) prior to boarding your international inbound flight to Canada.

So a selection criterion is proximity to the facility where the next 11 days would be spent, which suggests they already have those set up, or at least the locations have been chosen. If the hotels are all within a cluster with a 10km radius from the airport, for this to be among the criteria doesn't make a lot of sense.

from the government website...for folks returning to the airport where their car is parked, do they receive an armed escort to the hotel, confiscate their credit card or passport or something else in order to encourage them to do so or non issue because the 3 day stay has been prepaid? All speculation on my part ...curious

- Compliant with the provincial fire code regulations
- Accessibility for wheelchairs and other assistive devices
- Provide appropriate transportation from airport to hotel
- Parking space for travellers arriving by private vehicle

In my view, a lot depends on the second quarantine facility. 3 days at an airport hotel would be no fun, and $2,000 is a lot to pay. But what might clinch it for me is the possibility of having to spend another 11 days at an old Air Force base or something. This is what I'm still waiting to find out before deciding whether travel is a possibility. (I live in Canada but my family is in the US, so I like to keep a rough emergency plan in place.)
